What is E-Bar?

The Efficiency Bar (E-Bar) examination is a mandatory professional milestone for medical officers in the Sri Lanka government health service, marking the transition from Preliminary Grade to Grade II Medical Officer. Success at this stage requires knowledge and competencies that extend beyond routine clinical practice, particularly in the areas of public-sector administration, financial management, disciplinary procedures, and professional conduct as a government officer.

The Efficiency Bar Programme organized by the Society for Health Research and Innovation (SHRI) is designed to address this critical need by providing structured, focused, and exam-oriented preparatory lectures. The programme covers key subject areas required for the E-Bar examination, including Sri Lanka health service regulations, government financial and accounting procedures, handling of public funds, disciplinary processes and inquiries, hospital administration, human-resource management, and the ethical and professional codes of conduct expected of medical officers in public service.

Through expert-led sessions, practical examples, and context-specific guidance, the programme helps medical officers understand how government rules and regulations are applied in real-world hospital and institutional settings. Emphasis is placed on responsible decision-making, accountability, documentation, and lawful management of resources, enabling participants to function efficiently and confidently within the public health system.

By strengthening administrative competence and professional awareness, the SHRI Efficiency Bar Programme not only supports medical officers in successfully completing the E-Bar examination but also contributes to improved hospital administration, reduced disciplinary issues, and enhanced quality and integrity of healthcare delivery in Sri Lanka.
